- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Whisk together flour, cocoa powder, baking soda, baking powder, and salt in a bowl.
- Beat butter, brown sugar, and granulated sugar until light and fluffy.
- Add eggs and vanilla extract, mixing until fully combined.
- Gradually mix dry ingredients into wet ingredients until dough forms.
- Fold in chocolate chips evenly throughout the dough.
- Chill dough for 30 minutes for thicker cookies.
- Flatten portions of dough, place caramel in center, and wrap dough around completely.
- Place cookie dough balls onto prepared baking sheets.
- Bake for 10–12 minutes until edges are set.
- Sprinkle flaky sea salt on warm cookies immediately after baking.
- Cool slightly before serving warm and gooey.
