- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Whisk flour, cocoa powder, baking powder, baking soda, and salt in a bowl.
- Beat butter and sugars until light and fluffy.
- Add egg and mix until combined.
- Stir in milk, vanilla, vinegar, and red food coloring.
- Gradually mix in dry ingredients until combined.
- Roll dough into balls and coat in granulated sugar.
- Bake 8-10 minutes until edges are set.
- Press chocolate kiss into center while warm.
- Cool completely before storing.
Notes
For extra softness, slightly underbake cookies. Store in airtight container up to 4 days.
